Like trihalomethanes, haloacetic acids (HAAs) are a by-product of the chlorination of water which contains naturally-occurring dissolved organic matter. The five most common haloacetic acids are: monobromoacetic acid, dibromoacetic acid, monochloroacetic acid, dichloroacetic acid, and trichloroacetic acid. These compounds will also form when wastewater sources, such as sewage effluent, are disinfected.
Note that all of these halo (chlorine/bromine) compounds are some variation based on acetic acid, the impure form of which is vinegar. To understand the differences between these five compounds, first consider acetic acid whose formula could be written CH3– COOH. The –COOH end is the acid end but notice the other end, the CH3–. To make the five haloacetic acids, remove one or more of the hydrogens from the CH3– and replace them with chloride (the ion of the element, chlorine) or bromide (the ion of the element bromine). Remember that mono means one, di is two, and tri is three. If you replace one of those hydrogens with a bromide (bromo) you get monobromoacetic acid. With two bromides you get dibromoacetic acid. If you replace the hydrogens with one chloride (chloro), you get monochloroacetic acid while two and three chlorides result in dichloro- and trichloro-acetic acid, respectively.
Haloacetic acids do not readily volatilize and they do not absorb very readily through the skin. Therefore, the primary route of exposure is via drinking and other forms of consumption. At high concentrations of haloacetic acids given to animals in studies, toxic effects have been identified in the liver, testes, pancreas, brain, cause development defects, low birth weight, and nervous system issues.
Based on animal and human studies, the US EPA considers two specific HAAs, i.e., dichloroacetic acid and trichloroacetic acid to be potential human carcinogens (bladder cancer) and, in animal studies, associated with liver cancer.
Disinfection by-products such as HAAs can form in water when disinfectants used to control microbial pathogens combine with naturally occurring materials found in source water. The National Primary Drinking Water Standards and related rules apply to all Community Water Systems and Non-Transient Non-Community Water Systems that add/deliver a primary or residual disinfectant, and Transient Non-Community Water Systems that use chlorine dioxide. The Stage 2 disinfection-products rule from the National Primary Drinking Water Standards expands the disinfection products to include HHAs. Haloacetic acids (monobromoacetic acid, dibromoacetic acid, monochloroacetic acid, dichloroacetic acid, and trichloroacetic acid) are byproducts of chlorination similar to trihalomethanes. From the 2018 edition of the Drinking Water and Health Advisory, the EPA has set a total limit for the five haloacetic acids of 0.06 mg/L.
For dichloroacetic acid, the MCL is 0.06 mg/L, but the MCLG is 0, the DWEL is 0.1 mg/L and the Life-time Limit is 0.03 mg/L.
For monochloroacetic acid, the MCL is 0.06 mg/L, but the MCLG is 0.07 mg/L, the DWEL is 0.35 mg/L, and the Life-time Limit is 0.07 mg/L.
For trichloroacetic acid, the MCL is 0.06 mg/L, but the MCLG is 0.02 mg/L, the DWEL is 1 mg/L, and the Life-time Limit is 0.02 mg/L.
Bromoacetic acid and dibromoacetic acid are regulated with this group but have no MCLGs. The primary concern related to excessive levels of HHAs is the potential adverse impact on the liver or nervous system.
You may be concerned about HHAs if you get your water from a city water source or a system that is a regulated non-transient non-community water system, such as a school, or if you have chlorinated water brought to your home as a source of potable water. Private water systems are not likely to have this problem unless you use a shallow well, a surface water source, or a rain collection system and use a strong oxidant like chlorine as a disinfectant.
Level 1 Testing is done with simple observations that an individual can make with their own senses such as sight, smell, and taste. These observations can be readily apparent or can be observed as they change over time. In addition, accessible related information about the home can also be used to narrow down the cause of your water issues.
The only warning sign may be that the drinking water has either a strong chlorine smell or the water occasionally smells like diluted lake or pond water. The only other warning sign would be information that may be contained in the Consumer Confidence Report for your regulated drinking water source and intermittent discolored water with or without an odor and if the system has recently announced a boil water advisory.

If you have well water, you may have a problem if you repeatedly treat your well by Shock Disinfection or treat the water using a chemical disinfectant.
Level 2 Testing is Do-It-Yourself testing that can be done in your own home using a Testing Kit. After you’ve done Level 1 Testing, Level 2 Testing can confirm if your observations are correct. If your test results reveal the presence of a contaminant that is cause for concern, you can either proceed to determine the best treatment (see below) or continue to Level 3 Testing.
There is really no low-cost self-screening test or tool for chlorine by-products in drinking water, but there are dip tests and other meters that will permit you to monitor the total and free-chlorine residual of your water and other general water quality parameters.

Level 3 Testing is done through an accredited Water Testing Laboratory. With Level 3 Testing, you can order a testing kit that is used to prepare your sample and submit it to the lab. By utilizing a lab, you have the assurance that a certified water expert had analyzed your water sample. If your test results reveal the presence of a contaminant that is cause for concern, you can either proceed to determine the best treatment options (see below) or continue to Level 4 Testing - Certified Testing.
A number of informational water quality tests include chlorine and disinfection by-products. Typically these informational kits use the name or go by the term "City Water" testing kits, because most cities in the USA use chlorine to disinfect their drinking water. If you have well water and have never tested the well, we recommend conducting the City Water Check Deluxe. If you have had the well tested and are concerned about just Haloacetic Acids, then conduct the Tap Score testing.

If you are conducting certified testing for haloacetic acids, trihalomethanes, and chlorine by-products, it is also likely you are concerned about other aesthetic problems, nuisance bacteria, nuisance issues, and possibly even heterotrophic bacteria. It has been our experience that regulated water systems that have this problem include systems that primarily use a surface water source or a groundwater source that is vulnerable to nuisance bacteria or a system that has issues with managing the distribution system that results in dead-end legs, stagnant water, periods of very high or very low chlorine residuals, intermittent odors, and intermittent discolored water.
If you are a customer, your primary treatment option is the use of carbon filtration, but we DO NOT recommend the use of a "whole-house" Carbon Filtration system to remove all the residual chlorine from the water. If you do remove all the residual chlorine, it is more likely you will have a potential for Bacterial regrowth in the distribution system.
In the short-term, it may be necessary to work with the water company or authority to have them flush the water lines and consider the use of a point-of-use carbon filter on your drinking water. If you have recently or need to Shock Disinfect the well, we recommend using the Well-Safe product.

The long-term solution can only be implemented by the water company or water authority. However, the consumer could consider installing a system to filter particles from the water, a Carbon Filtration system to remove some of the disinfection by-products, point-of-use or in-line carbon filters on drinking water faucets and shower heads and, in some cases, a Reverse Osmosis system on your primary drinking water tap.
Please note: We are not fans of a whole-house Carbon Filtration system that removes all the chlorine from your drinking water. We have found this approach ultimately leads to other problems within the distribution system because of Bacterial regrowth.
