Toluene is a clear, colorless aromatic hydrocarbon with an odor similar to benzene (pungent and sweet). The odor threshold for toluene in water is 0.024 to 0.17 mg/L. Toluene is used to make paints, primers, polish, cleaners, aerosol cans, colored pens and markers, contact cement, make benzene and urethane, gasoline additive, nail polish remover, and wood sealers. Common sources of contamination include industrial manufacturing, petrochemical storage and use, high traffic areas because of combustion of fossil fuels, landfills/waste disposal facilities, LUST (leaky underground storage tanks), and industrial production or processing of crude oil. Toluene is naturally occurring in the tolu tree (Myroxylon balsamum). This balsam tree originates from Central and South America (Colombia, Peru, Venezuela Region) Balsam and crude oil are natural sources of toluene.
Toluene can enter the body through inhalation, dermal contact, or consumption. Toluene is typically processed by the body in 24 hours and released during urination or exhalation, but some is stored in fatty tissue.
A serious health concern is that toluene may have an effect on your nervous system (brain and nerves). Nervous system effects can be temporary, such as headaches, dizziness, or unconsciousness. However, effects such as incoordination, cognitive impairment, and vision and hearing loss may become permanent with repeated exposure, especially at concentrations associated with intentional solvent abuse (sniffing toluene-containing glue). High levels of toluene exposure during pregnancy, such as those associated with solvent abuse, may lead to retardation of mental abilities and growth in the unborn children. Other health effects of potential concern may include immune system, kidney, liver, and reproductive effects." (Source)
"The effects of toluene on animals are similar to those seen in humans. The main effect of toluene is on the brain and nervous system, but animals exposed to moderate or high levels of toluene also show harmful effects in their liver, kidneys, and lungs and impaired immune function. Animal studies do not indicate that toluene exposure results in reproductive damage effects. Studies in workers and animals exposed to toluene generally indicate that toluene is not carcinogenic (cancer-causing). The International Agency for Research on Cancer also determined that toluene is not carcinogenic. The U.S. EPA determined there is inadequate information to assess the carcinogenic potential of toluene."(Source)
Toluene is regulated as a primary drinking water standard; both the MCL and the maximum contaminant level goal are 1 mg/L. The EPA has a DWEL of 3 mg/L (noncarcinogenic). Reportedly, toluene produces a detectable odor at a concentration over 0.024 mg/L. California, Canada, Israel, Hong Kong, Maine, and the WHO have set standards for toluene that range from 0.024 to 0.8 mg/L.
One-Day HA: The concentration of a chemical in drinking water that is not expected to cause any adverse noncarcinogenic effects for up to one day of exposure. The One-Day HA for toluene intended to protect a 10-kg child consuming 1 liter of water per day is 20 mg/L.
Ten-Day HA: The concentration of a chemical in drinking water that is not expected to cause any adverse noncarcinogenic effects for up to ten days of exposure. The Ten-Day HA is also intended to protect a 10-kg child consuming 1 liter of water per day is 2.00 mg/L.
You should get your drinking water tested for toluene when you suspect your drinking water has been impacted by a leak or spill associated with a petrochemical operation, if you are adjacent to a landfill, near a manufacturer that uses or produces toluene, or located near an activity with high toluene emissions. Toluene has a sweet pungent odor and this odor can be detected at a concentration that is below the drinking water standard. If your water has a film with a metallic sheen that, after being disrupted, comes back together, then this would suggest the sheen is related to petrochemical contamination.
Level 1 Testing is done with simple observations that an individual can make with their own senses such as sight, smell, and taste. These observations can be readily apparent or can be observed as they change over time. In addition, accessible related information about the home can also be used to narrow down the cause of your water issues.
Besides a potential sweet pungent odor, there are few warning signs of a problem with toluene. The best screening test is location, location, and location. Are you located in an area that has a historic problem with toluene, petrochemical contamination, landfill, oil or natural gas development, or a manufacturing history using toluene? If you recently had the piping in your household fixed, replaced, or installed, the source of the toluene may be the "cement" used to bond the piping.

Level 2 Testing is Do-It-Yourself testing that can be done in your own home using a Testing Kit. After you’ve done Level 1 Testing, Level 2 Testing can confirm if your observations are correct. If your test results reveal the presence of a contaminant that is cause for concern, you can either proceed to determine the best treatment (see below) or continue to Level 3 Testing.
We are not aware of a low-cost screening test or meter that can be used to document the level of toluene in your water. Since toluene is volatile, gasoline station leaks and spills can release toluene into the air. There are some reliable low-cost air quality monitors that can monitor for total natural & synthetic volatile organic compounds causing most odors (TVOC).

By utilizing a lab, you have the assurance that a certified water expert had analyzed your water sample. Most quality informational water testing kits include testing for toluene and other volatile organic compounds. If you are on a city water source it is unlikely that toluene is present at or near the drinking water standard, but it may be detectable in the water because of a recent repair. In the USA, over 800 public water systems had detectable levels of toluene. For city water users, we recommend the National Testing Labs City Water Check Standard. For well or private water sources, we recommend the National Testing Labs Well Water Check Standard for areas with low pesticide usage and the National Testing Labs Well Water Check Deluxe for areas with high pesticide usage. A Level 4 Certified Test Test uses chain-of-custody with a water professional coming to your home to prepare the water sample and then works with an accredited laboratory in order to certify your test results. This type of testing not only gives you the highest level of assurance in the accuracy of your test results, but can also be used as a document in legal cases. For Baseline Testing, we recommend that you use Certified Testing.
If you need certified testing for toluene, it would be advisable to test for a broader range of volatile organic compounds and it may be advisable to include testing for BTEX (Benzene, Toluene, Ethylbenzene, and Xylene) and MTBE (methyl tert-butyl ether).
It is unlikely that a city or regulated community water supply sources would be contaminated with toluene or other volatile organic compounds, but this is more likely for private water supply systems or transient non-community systems. This may be a concern if you are located near a leaky underground storage tank, contaminated site, an area with a known or suspected release, or in an area where there are underground or surface petrochemical storage tanks. Volatile organic compounds can typically be treated and removed from water using a combination of air sparging/ air stripping, Carbon Filtration, and reverse osmosis, but Reverse Osmosis is used as only a final barrier.
Because of concerns related to the exposure to toluene via consumption, inhalation, and dermal contact, the primary recommendation is to develop an alternative potable water source and to use bottled water. For trace levels of toluene and volatile organic contamination, it may be advisable to use a point-of-use Carbon Filtration system or a whole-house granular-activated-carbon unit.

Regarding developing a long-term solution, it is not only critical to understand the source, extent, and nature of the contamination, but also to understand the secondary contaminants that may be associated with toluene. For example, toluene contamination associated with gasoline stations will typically also have elevated levels of Iron, Manganese, heterotrophic bacteria, some salts, and other organics. Therefore, the treatment system may need to include oxidation/filtration, air stripping or Carbon Filtration, UV Disinfection, and even Reverse Osmosis.
